Kevin Doby, President/CEO

A 23-year veteran of information technology and telecommunications, Mr. Doby is CEO, and founder of KOMPSYS. Mr. Doby is responsible for establishing KOMPSYS as a leading provider of IT services and solutions by increasing annual revenues through strategic relationships. His other responsibilities include corporate direction, setting priorities and ensuring that KOMPSYS operates efficiently within budgetary constraints, as well as establishing procedures to accomplish corporate goals.

 

Prior to founding KOMPSYS Mr. Doby’s experience encompassed engineering, design, implementation, and fault isolation of inter/intra continental networks spanning an array of technologies within telecommunications markets both domestic and international. During his industry experience, Mr. Doby has held senior-level consultant positions in organizations such as British Petroleum, NASA, and Cisco Systems. This experience has allowed him to become extremely proficient in his ability to work through the most challenging situations and articulate complex technical topics to executives as well as engineering professionals alike.

 

Prior to his industry experience, Mr. Doby served his country honorably as a Radioman in the United States Navy from 1986 –1992.

Lisco Scott, Chief Operations Officer

Lisco Scott is a self-motivated leader, professional manager & project manager with over 30 years of (national and international) broad ranged experience, in the field of Telecommunications holding various lead positions.

 

Experience in the capacity of Chief Operations Officer for Komplete Systems Integrators, Inc. supporting the company’s day to day operations, administrating the company’s Office 365 Enterprise Cloud Environment and executing a 4.5% expense reduction in several business areas through January 2020.

 

BP Oil, provided international experience for more than seven years, working with T-Systems NA, supporting the BP account in the capacity of Global IT Service Delivery Manager overseeing the service management of BP’s global data network. Accountable for leading the Service Delivery Management of (BP) Global Telecommunications and Information Technology Services. Technology Managed Services provided include BP Global Datacenter WAN, Service Exchange Layer LAN, Global Extranets, Global Internet Gateways, and Firewalls & Proxy Services.

 

  • Full accountability of staff, budgets, supplier/vendor management and managing the customer relationship.
  • Accountable for providing oversight of BP’s Global Technology Programs working closely and ensuring complete alignment of both BP’s PMO and T-Systems PMO further ensuring seamless delivery of new services being delivered across the bp global enterprise.
  • Service Management Subject Matter Expert for Global Services across the ITIL service life cycle of Strategy, Design, Transition, Operation, and Continual Service Improvement (CSI) through May 2017.

 

Verizon Business brought Mr. Scott into their Enterprise Network Operations Center supporting customers such as JetBlue Airlines, Honeywell Global LAN/WAN/Wireless Network and DIAGEO Global LAN/WAN/Wireless Network.  Prior to moving into the Enterprise Network Operations Center, Mr. Scott was supporting BP Global Network as NOC Manager, EMEA Project Lead and Senior Technical Network Engineer under MCI BP Global Outsourcing Program. Mr. Scott also held the position of Network Services Manager responsible for North America Operations while functioning as the Sr. Network Engineer supporting BP’s North American Operations.

 

Verizon allowed Mr. Scott to excel and manage the BP contract account which successfully led to a professional BP offer and move to Houston, Texas in 2010

Eddie McIntyre, Chief Technology Officer

Eddie McIntyre served as the Chief Information Officer (CIO), USMEPCOM, responsible to the USMEPCOM Commander for developing and implementing a corporate information technology (IT) strategy to provide end-to-end operational capability for more than 4,000 end-users across a nationwide organization.  He leads two divisions: Acquisitions and Initiatives (A&I) and Infrastructure Support Services (ISS); and two offices, Information Assurance Office (IAO) and Plans and Policy Office (PPO), which execute the various IT functions and services.

 

A native of Chicago, Illinois, Mr. McIntyre earned a Bachelor of Science degree from the Illinois Institute of Technology in 1985, and a Master of Science degree from the Naval Postgraduate School in 1990.

 

He was commissioned an Ensign in the United States Navy in May of 1985.  After completion of Surface Warfare Officer School in Coronado, California, he was assigned to the USS Durham (LKA-114) as the ships weapons officer.   Upon successful completion of his first tour he was selected to attend the Naval Postgraduate School in Monterey, California.  After receiving his Masters Degree in September of 1990, he reported to the Naval Security Group Headquarters in Washington, DC where he was assigned to Research and Development (G-80) as a Systems Engineer.  During his tour he was personally responsible for the successful design, development, and deployment of numerous signal intelligence (SIGINT) systems.  He also served as the Officer in Charge (OIC) of several signal research and development missions.  After three years he was selected by the Commander Naval Security Group to serve as the Navy Liaison Officer to the Commanding General Army Intelligence and Security Command.  While serving in that role, he personally led the development of the Department of Defense’s first Information Warfare Cell.

 

He resigned his commission in 1995 to enter the private sector, where he held various positions in IT leadership.  He has worked both development and support in various industries to include banking, manufacturing and utility/energy.  His major accomplishments include re-engineering manufacturing processes for a major hair care products manufacturer, implementing wide area network services (WLAN) for a mortgage chain, and the development and implementation of an Oracle-based Customer Relations System for one of the nation’s largest utility companies.

 

He returned to the public sector in 2004 and was responsible for development and deployment of the Department of Defenses (USMEPCOM) Integrated Resources System (MIRS) System‑to‑Standard (StS) initiatives as well as its future Virtual Integrated Processing System (VIPS).

David Dabney Sr., Chief Sales Officer

Mr. David Dabney is a successful business development executive based in the Chicagoland area for over 30 years.  In addition, he has earned a strong and successful reputation in performing technology consulting assessments, and implementations.  Mr. Dabney is highly regarded for his work in the telecommunications arena advising, and negotiating contractual terms and conditions for information technology services, and solutions.  He has worked diligently for, and on behalf of, several organizations both as a valued employee, and owner throughout his career.

 

Mr. Dabney has significant experience in formulating winning bid strategies for opportunity pursuits at all levels of government.  Focused on managing the transition from opportunity discovery, qualification, and proposal submission. He is an accomplished business development executive who understands request for proposal compliance requirements, proposal development, project management, and the importance of adhering to contractual terms and conditions.

 

Proficient at developing the differentiators, experience, methodologies, best practices, requirements, and the win strategy to capturing the award. Often performs as the Proposal Manager to create the proposal document to ensure the finished document is relevant, competitive, and compliant to the bid specifications.  Skillful at formulating teams to contribute resources to the proposal development effort.

 

Mr. Dabney has successfully attained contract awards at the Department of Defense, Department of Transportation, Bureau of Prisons, Veterans Administration, State of Illinois CMS, Chicago Housing Authority, and the City of East Chicago.  These engagements were the result of meticulous planning, and development of the win strategy in each instance.

 

Mr. Dabney is utilizing his expertise at KOMPSYS to implement technology solutions that will reduce the cost of energy for KOMPSYS properties, and providing vital transportation alternatives to residents such as implementing an electric vehicle ride share program. In addition, Mr. Dabney is pursuing new business opportunities for KOMPSYS outside the Indianapolis area in Residential/Commercial Property Development, Construction Management, and Property Management.

 

Prior to joining KOMPSYS, Mr. Dabney most recently served as Chief Operations Officer for Komplete Systems Integrators, Inc. a government focused technology contractor with its primary offices in the Atlanta, Georgia area.  Mr. Dabney managed all aspects of company operations.  Mr. Dabney was also a Partner and served as President of D-Square Communications, Ltd. for over 20 years.  D-Square is a technology assessment consulting firm with its headquarters near Chicago, Illinois.

 

Mr. Dabney attended the University of Illinois at Chicago School of Engineering.
