8(a) STARS II is a multiple-award, Government Wide Acquisition Contract (GWAC) engineered to provide cutting-edge technology solutions from award winning 8(a) small businesses to federal agencies. The scope of the 8(a) STARS II GWAC is centered on four functional areas (FA) derived from the North American Industrial Classification System (NAICS). The contract offers simple to complex IT service solutions such as: IT help desk support, information assurance, cyber-security, virtualization, IPV6, Web 2.0, and more.

  • $10 Billion program ceiling
  • Five year base period with one five year option
  • Direct task orders up to $4 Million
  • No protests on orders under $10 Million except on the grounds that the order exceeds the scope, the period of performance, or maximum value of the GWAC

The Strategic Partners Acquisition Readiness Contract (SPARC) is a cost-effective, innovative solution for procuring information technology (IT) professional services from a pool of CMS experienced partners.

The purpose of this contract is to provide strategic, technical, and program management guidance and support services, to facilitate the modernization of CMS business processes and supporting systems.

SPARC is a multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), performance-based contract. It is available to all components within Centers for Medicare & Medicaid Services (CMS) and all Health and Human Services (HHS) Operating Divisions to procure IT System development services, from end to end.
